Phytosanitary certificate of the Republic of Panama

Trade facilitating measure. With a view to preventing trade disruptions, Panama wishes to inform its trading partners that it will continue to use the Generic ePhyto National System (GeNS) of the International Plant Protection Convention (IPPC) ePhyto Solution Project to generate and transmit phytosanitary certificates. In 2022, Panama has successfully exchanged electronic phytosanitary certificates with major trading partners, and therefore invites others to formalize similar agreements for the exchange of such certificates.

For those countries with which the electronic transmission of phytosanitary certificates has not been formalized or that are not connected to the ePhyto hub, Panama will use the IPPC GeNS to issue paper phytosanitary certificates, which are to be submitted by the interested party to the National Plant Protection Organization (NPPO) of the importing country at the point of entry. A sample of a paper phytosanitary certificate generated in the GeNS is attached.

Given that the progressive migration from the manual system to the GeNS will take longer than anticipated, the previous format (also attached) will remain valid in 2023.
