The Ministry of the Economy Decision issuing general rules and criteria for foreign trade, published in the Official Journal on 31 December 2012, and its various amendments, set forth rules establishing general provisions and the requisite criteria for compliance with laws, international trade agreements or treaties, regulations, decrees, decisions and other general rules falling within the Ministry of the Economy's remit, grouping them so as to facilitate their application by the user.

The notified Decision identifies the tariff headings for milk powder, the entry of which into national territory is subject to compliance with Mexican Official Standard NOM-222-SCFI/SAGARPA-2018: Milk powder or dried milk - Raw material - Specifications, commercial information and test methods (NOM-222). The Decision specifies the documents to be provided by the importer to demonstrate compliance with NOM-222, as well as the requirements for the granting of registration numbers for testing laboratories that assess conformity with this technical regulation. Moreover, the Decision lays down the procedure for the sending of information by registered laboratories to the authority with a view to the carrying out of import operations.
