Commission Regulation (EU) No. 231/2012 of 9 March 2012 determines specifications for food additives listed in Annexes II and III to Regulation No. 1333/2008 of the European Commission and of the Council (hereinafter - Regulation 231/2012) was adopted in Israel as part of Amendment No. 10 to the Public Health Protection (Food) Law, 5776-2015 (hereinafter - the Law/Food Law), and appears in Item 9 of Appendix II A to the Law. Regulation 231/2012 was fully implemented, with the expansion listed in Column C of Item 9 of Appendix II A to the Law, in addition to the exceptions as stated in Section 3A(a1) to (a5) of the Law.
To date, notices have been published in the Official Gazette (Reshumot) that included changes that took place in the European Union in Regulation 231/2012, and were applied in Israel (updates), with the most recent being published on 17 August 2025, being the Public Health Protection Notice (Food) (Application of Changes to the Annex to the European Union Directives) (Regulation 231/2012 - Specifications of Food Additives Listed in Annexes II and III to Regulation No. 1333/2008) (No. 2), 5785-2025, signed by the Director of the National Food Service in the Ministry of Health, as she was then described. The latest updated consolidated version, adopted and published on the Food Service website after the publication of the aforementioned notice, is the version valid in European legislation as it stood on 27 April 2025.
It is now proposed to apply in Israel the changes to the Annex to Regulation 231/2012 that will be applied in the European Union, without modifications, conditions, exceptions, or expansions, while integrating them into the text of Regulation 231/2012 as adopted today. The essence of the change is in the specification of a food additive. It is clarified that the expansion that appears in column C of item 9 in Appendix II A will continue to apply to the changes proposed to be implemented in Israel.
