Mattresses for cots, cribs, and perambulators and bumpers for children's cots; Babies' cot bumpers; (HS: 3924, 3926, 6302, 6303, 6304, 9403, 9404); (ICS: 97.140, 97.160)

SI 1548 part 2 - Children's furniture: Mattresses for perambulators and similar domestic articles (5 pages in Hebrew; 28 pages in English);

SI 1548 part 3 - Children's furniture: Textile child care articles - Babies' cot bumpers - Safety requirements and test methods (7 pages in Hebrew; 15 pages in English).

Revision of the Mandatory Standard SI 1548 part 2, to be replaced with SI 1548 parts 2 and 3. The major difference between these new drafts and the previous edition is that the old standard's scope is divided into two parts as follows:

·         SI 1548 part 2 applies to babies' cot bumpers and adopts the European Standard EN 16780: August 2018.

In addition, it requires that the product warnings will appear in Hebrew as detailed in the new normative Annex D;

·         SI 1548 part 3 applies to Mattresses for perambulators and similar domestic articles and adopts the British Standard BS 1877-10: 2011 + A1: 2012 with a few national changes and national deviations as follows:

Changes the standard's scope (Section 1) to apply only to mattresses and bumpers intended for babies and toddlers, such as changing mats and pads for changing units that are not part of the unit. In addition, the Hebrew section excludes children's cots, cot beds, bumpers, carrycots, cribs, and Moses baskets from the standard's scope; This standard does not apply to the following:

§   Mattresses for cots and cribs covered by SI 1548 part 1 (has not published yet);

§   Babies' cot bumpers covered by SI 1548 part 2 (has not published yet);

§   Changing pads and changing surfaces, that are an integral part of the changing unit covered by SI 5115;

§   Disposable changing pads and changing surfaces.

o    Changes the standard's normative references (Section 2);

o    Adds before sub-section 4.3.1 a paragraph requiring that the mattress' structure as specified below, or alternatively, any material of the core of the mattress is made from, will meet the requirements of Israeli standard applying such as SI 447 for foam rubber latex or SI  518 for foamed polyurethane and the SI 1229 Part 1 for rigid foamed plastic, except for the sections dealing with color and reaction to fire;

o    Adds to Section 4.4 the following requirements:

§   Cover fabrics for changing pads and changing surfaces shall comply with BS EN 14976 or SI 278;

§   In products coated with soft PVC, the phthalates content shall comply with the European Standard EN 14372.

o    Deletes section 5.4 dealing with the bumpers' construction;

o    Deletes sub-sections 6.2.1 and 6.2.2 dealing with few dimensions aspects of the mattresses;

o    Replaces and translates  few marking requirements appearing in section 7;

o    Changes and translates a packaging requirement appearing in section 8;

o    Adds a new section 9 dealing with resistance to ignition and refers to Israel Mandatory Standard SI 5418 for test method for low risk and very low-risk level;

o    Adds a new Annex A (informative) with translation to Arabic of the warnings.

Both the old standard and the new revised standards will apply from entry into force of the revision for a period of 6 months. During this time, products may be tested according to the old or the new revised standards.
