The present amendment to the Decree contains only the necessary individual changes to the original text that refine and simplify selected processes in the field of accountancy and control of nuclear materials on the basis of problems identified in application practice. The essence of regulation in this area is maintained. The main objective of the draft is to respond to the amendment to the Act, which made certain changes in the area of accountancy and control of nuclear materials. At the legislative level, the obligations of persons operating or intending to operate so-called safeguard facilities have also been clarified. The changes concerned requirements for safeguard facility projects, specifically compliance with technical requirements for independent power supply and lighting, and for structures and modifications thereto (see § 166(6) of the Act). These legal requirements are to be specified at the implementation level by the notified draft decree. The new legislation also reflects the planned construction of new nuclear installations and the design or development of small modular reactors (SMRs).
