  1. The notified draft Resolution establishes the following phytosanitary requirements governing the importation of alfafa (Medicago sativa) hay in various forms or conservation and storage systems, for animal feed, coming from Argentina.

  2. For the purposes of this draft Resolution, various forms may be accepted, including traditional bales, mega bales, high density bales, rolls and cubes.

  3. Shipments must be covered by an official phytosanitary certificate issued by the country of origin. The document must declare that:

  • The shipment underwent heat treatment for the control of weed seeds, indicating in section III of the phytosanitary certificate the exposure time, product temperature and date of treatment.

  • Heat treatment may be carried out before or after the hay is baled.

  1. The following will be accepted as heat treatment for the control of seeds:

  • Dry heat treatment at 120°C for 15 minutes.

  • Exposure time must only be counted from the moment that the entire mass reaches the required temperature.

  1. Shipments must be free of soil.

  2. The species, producer and production area must be identified for all of the forms indicated in point 2 of the draft Resolution.

  3. The packaging materials used must allow for potential quarantine treatments to be carried out at points of entry.

  4. The wood used for packaging,
    pallets and packing materials must comply with quarantine regulations when entering the country.
  5. Given that the shipments are to be consumed by animals, they must meet the requirements laid down by the SAG Agricultural Protection Division.
  6. Each shipment will be inspected by SAG, at the point of entry, in order to ensure that the physical and documentary import requirements have been met. Upon the detection of quarantine pests listed in Resolution No. 3.080 of 2003 and its amendments, or of unlisted pests that are potentially quarantine pests according to the risk assessment, relevant phytosanitary risk management measures may be applied.
