The notified protocol sets out the certification procedure for electronic meters in accordance with the requirements contained in the annex to the Technical Standard on Quality of Service for Distribution Systems, which include safety, metrological and communication requirements, and requirements concerning the opening and closing of supply, and dependability.

The protocol covers the following types of meter:

- Electronic (or static) reactive electrical energy meters, single-phase or three-phase, classes 2 and 3.

- Electronic (or static) meters with the following characteristics: Bidirectional, with communication capacity and an opening and closing device.
