Draft Government proposal to Parliament for Acts amending the Act on the Energy Performance Certificates of Buildings and the Construction Act
The proposal suggests amending the Act on the Energy Performance Certificate for Buildings so that it complies with the requirements of the recast Directive (EU) 2024/1275 on the energy performance of buildings. The proposal would implement the changes required by the directive to the content of the building energy performance certificate and to the related procedures, and would also introduce provisions concerning a building renovation passport. Some of the amendments required to implement the directive would be made through decrees issued by the Ministry of the Environment.
In addition, the proposal suggests making the necessary amendments to the Construction Act in order to implement the directive’s requirements concerning the life-cycle global warming potential of buildings. The Act would be amended as necessary regarding the obligation to prepare a climate report for a building and a list of construction products, so that the carbon footprint and carbon handprint over the building’s life cycle could be calculated and reported as part of the energy performance certificate, as required by the directive. Furthermore, the amendments required by the directive would be made to the limit values for the carbon footprint of new buildings, which Member States must introduce for all buildings by 2030 at the latest
