Schweden Water meters
The Swedish Board for Accreditation and Conformity Assessment’s Regulations on inspection of water meters
The Regulations lay down provisions on requirements for and inspection of in-service water meters. They include, among other things:
— fault indication requirements, sampling points and limit values for different types of water meters;
— provisions relating to the installation, sealing and handling of meters prior to inspection;
— inspection intervals, circumstances triggering inspection and documentation requirements;
— statistical control rules, including lot division, sampling and acceptance/rejection criteria;
— requirements that inspection may only be carried out by accredited inspection bodies under Regulation (EC) No 765/2008, as well as requirements for participation in comparative tests and notification obligations.
The Regulations supplement the requirements applicable to water meters when placed on the market (STAFS 2022:4, previously notified) through national provisions on periodic in-service inspections.
There is no mutual recognition clause. The Regulations regulate inspection of in-service water meters and do not contain any requirements that affect market access for meters placed on the market. The rules apply only to meters installed and used by water and sewerage operators under the Public Water Services Act, for billing purposes.
— Directive 2014/32/EU of the European Parliament and of the Council of 26 February 2014 on the harmonisation of the laws of the Member States relating to the making available on the market of measuring instruments.
The proposal does not contain any special provisions in relation to the Measuring Instruments Directive and does not impose any stricter or more extensive requirements than those laid down in that Directive.
