Schweden Thermal energy meters and their sub-assemblies (flow sensors, integrated circuits and temperature sensors)
The Swedish Board for Accreditation and Conformity Assessment’s Regulations on the inspection of thermal energy meters
The Regulations contain provisions on the requirements for and inspection of thermal energy meters used for billing delivered thermal energy. They regulate, among other things:
— fault indication requirements for in-service thermal energy meters and their sub-assemblies;
— sampling points and limits for non-conformity at inspection, including special provisions for statistical control;
— requirements for the installation, sealing and handling of meters before and after inspection;
— inspection intervals and circumstances triggering inspection;
— documentation requirements for meters and sub-assemblies during their operational life;
— requirements for inspection bodies, including accreditation, participation in comparative tests and notification obligations towards the Swedish Board of Accreditation and Conformity Assessment (Swedac); and
— a sampling plan in the annex, with sample sizes and conditions for acceptance and rejection of batches in statistical control.
The Regulations supplement the requirements applicable to thermal energy meters when placed on the market (STAFS 2022:5, previously notified) through national provisions on periodic in-service inspections.
The draft does not include a mutual recognition clause. The Regulations govern inspections of in-service thermal energy meters. They do not affect market access for goods placed on the market, but relate to in-service inspection of installed meters in accordance with national legislation. The provisions are aimed at district heating companies and inspection bodies and thus do not constitute requirements for product design or marketing.

The draft does not contain any special provisions in relation to the Measuring Instruments Directive and does not impose stricter or more extensive requirements than those laid down in that Directive
