Randomness checks under the Gambling Act

In accordance with the Gambling Act (xx/2025), the proposal would lay down requirements relating to audits of components used to generate randomness. The licence holder would be responsible for the reliability of software or other components used to implement randomness and for carrying out external audits to ensure reliability. The reliability and safety assessment would be carried out by an external accredited inspection body.

The auditing body should use reliable, statistically sound methods and also audit the source codes of software or other means of generating randomness. The audit should cover separate inspection of all components that generate randomness, assessment of the true randomness of seed numbers, and management of error situations.
The licence holder would be required to provide the supervisory authority with an audit report that includes, among other things, the methods used, the components inspected, and the audit results. The supervisory authority could carry out follow-up inspections and verify the reliability of the systems via remote connections.
The Regulation would enter into force on 1 January 2027.
