Draft Government Proposal to Parliament for an Act amending the Building Act
The Proposal suggests amendments to the Building Act. The Building Act would be amended to include the definition of a zero-emission building from the recast Energy Performance of Buildings Directive, and the provisions of the Building Act concerning the essential technical requirements for energy efficiency and nearly zero-energy buildings would be amended to comply with the Directive. In addition, the proposal proposes that a penalty be laid down in the Building Act for breaches of the EU Construction Products Regulation. The proposal also suggests amending the minimum share of energy from renewable sources in buildings in order to implement the RED III Directive.
The proposal also proposes to add to the Building Act some provisions clarifying the responsibilities and procedure for construction that are currently included in the Land Use and Building Decree (895/1999), in respect of which there has been a need to raise it to the level of an Act in connection with the preparation of the new Building Decree.
