Electricity transport, grid services, connection to power grids, balancing.

Draft Regulation of the Minister of Climate and the Environment on detailed conditions for the operation of the power system

The aim of the regulation is to implement the so-called second milestone of the reform of the Polish electricity balancing market. The proposed regulation implements three objectives:

1. Performance of the obligations of the Republic of Poland under European Union law:
a) aligning the rules on the functioning of the balancing market with the provisions of Commission Regulation (EU) 2017/2195 of 23 November 2017 establishing a guideline on electricity balancing and Regulation (EU) 2019/943 of the European Parliament and of the Council of 5 June 2019 on the internal market for electricity, and ensuring the effectiveness of certain provisions of that Regulation;
c) performance of obligations resulting from the decision of the European Commission SA.46100 (2017/N) — Poland — Planned Polish capacity mechanism;
d) strengthening the consistency of national legislation with Union network codes and guidelines.
2. Introducing solutions to support the effective functioning of the mechanisms resulting from the implementation of EU regulations; further extension of market mechanisms to other entities operating in the electricity sector (recipients and smaller generators — especially those using RSE, aggregators, and holders of electricity storages); increasing the possibility of participating in the provision of services to the electricity transmission system operator.
3. Updating the technical requirements for the installations, equipment and grids connected within the national power system, as well as requirements for the quality of electricity entering the grid in view of the increasing presence of non-synchronous equipment.
