Guarantees of origin for electricity

Order on guarantees of origin for electricity, gas, district heating and district cooling from renewable energy sources

The current Order on guarantees of origin for electricity, gas, district heating and district cooling from renewable energy sources implements Article 19 of the Renewable Energy Directive (RED II). The proposed draft extends the Order to include hydrogen outside the interconnected gas system.

Article 19 of the RED II Directive lays down criteria for at least what a guarantee of origin must specify. Article 19 does not contain specific issuing criteria for guarantees of origin for hydrogen.
According to the proposed rules in Section 12(2) of the Order, in the case of the conversion of electricity supplied from the collective electricity grid into hydrogen production in water electrolysis plants, guarantees of origin for hydrogen may be issued for the electricity consumption documented by guarantees of origin for electricity, which are:
1) Issued in the bidding zone where the water electrolysis plant is located or in an interconnected bidding zone;
and
2) Issued no later than three months before hydrogen production in the water electrolysis plant.
