Complete firearms and handling of their components and ammunition.

Draft Act on Arms and Ammunition

The draft new Act on Arms and Ammunition is presented as a key part of the overall reform of the Civilian Arms Law, as set out in Government Regulation No 740 of 23 October 2017.

The draft Act regulates the right to acquire, possess and carry a weapon under specified conditions. It also incorporates the relevant regulations of the European Union, at the same time follows the directly applicable European Union regulations and regulates the handling of weapons, regulated components of weapons, ammunition and its active components, the operation of shooting ranges and the exercise of state administration in said areas. The draft Act on Arms was prepared by the Ministry of the Interior in particular in response to the requirements arising from the:
- Directive (EU) 2021/555 of the European Parliament and of the Council of 24 March 2021 on control of the acquisition and possession of weapons (codification),
- Commission Implementing Directive (EU) 2019/68 of 16 January 2019 establishing technical specifications for the marking of firearms and their essential components under Council Directive 91/477/EEC on control of the acquisition and possession of weapons,
- Commission Implementing Directive (EU) 2019/69 of 16 January 2019 laying down technical specifications for alarm and signal weapons under Council Directive 91/477/EEC on control of the acquisition and possession of weapons,
- Commission Implementing Regulation (EU) 2015/2403 of 15 December 2015 establishing common guidelines on deactivation standards and techniques for ensuring that deactivated firearms are rendered irreversibly inoperable,
- Commission Delegated Regulation (EU) 2019/686 of 16 January 2019 laying down the detailed arrangements under Council Directive 91/477/EEC for the systematic exchange, by electronic means, of information relating to the transfer of firearms within the Union,
- Commission Delegated Regulation (EU) 2021/1423 of 21 May 2021 laying down the detailed arrangements under Directive (EU) 2021/555 of the European Parliament and of the Council for the systematic exchange, by electronic means, of information relating to refusals to grant authorisations to acquire or possess certain firearms.
The draft Act also contains references to the following national and international regulations and standards:

The draft Act does not contain references to any European or international technical standards, technical documents, business standards, international recommendations, international standards containing a national annex or a national note.
