Single-use products

Ordinance amending the Ordinance on single-use products

The provisions transpose Article 4 of Directive (EU) 2019/904 of the European Parliament and of the Council of 5 June 2019 on reduction of the impact of certain plastic products on the environment (Single-Use Plastics Directive).

In line with what has been notified under notification 2021/401/S, provisions are being introduced stipulating that anyone who provides beverages in single-use cups or fast food in single-use food boxes on the Swedish market must
- offer the possibility of having the beverage served in a reusable cup or the food served in a reusable food box,
- take effective measures to ensure that the reusable cups, food boxes and their lids go through several cycles
of reuse, and
- at the point of sale inform consumers about the possibility of having the beverage served in a reusable cup or the food served in a reusable food box, the environmental impact caused by using single-use cups and single-use food boxes for fast food, and the benefits of reduced consumption of single-use cups and single-use food boxes for fast food.

Under the previous notification, the requirements did not apply to those who provide on the Swedish market beverages or fast food in fewer than 150 single-use cups and single-use food boxes on average per day that the operation is open during a calendar year. A tightening of this exemption is now being notified here to the effect that the exemption only covers those who provide beverages and fast food in fewer than 75 single-use cups and food boxes per day that the operation is open during a calendar year. Those covered by the exemption must
have procedures in place to ensure that no more than 75 single-use cups and single-use food boxes are provided per day on average.
The Swedish Environmental Protection Agency may issue regulations on exemptions from the requirements in cases where it is unreasonable to require the person providing beverages in single-use cups or fast food in single-use food boxes to provide a reusable alternative. The Swedish Environmental Protection Agency shall monitor the reduction in consumption of single-use cups and single-use food boxes for fast food.

The requirements shall enter into force as of 1 January 2026.
