This draft Regulation aims to determine the conditions and the procedure for: using plant protection products (PPP) with PPP application equipment and specialised terrestrial (conventional or mechanised) equipment, keeping records by farmers in the ‘Logbook of plant protection measures taken and fertilisation carried out’ on paper and/or in electronic form, using PPP with aviation equipment, using PPP in fumigation and treatment of seeds for sowing.

The draft Regulation provides for the creation of a web-based platform, on which the plant protection measures taken and fertilisation carried out are to be recorded, the movement of PPP and fertilisers to the end user are to be traced, and from which statistical information may be extracted.

Draft Regulation on the conditions and the procedure for using plant protection products

The Regulation on the conditions and the procedure for using plant protection products is adopted on the basis of Article 104(1)(3), Article 113 and Article 114 of the Plant Protection Act (PPA).

This Regulation aims to determine the conditions and the procedure for:
1. using plant protection products (PPP) with PPP application equipment and specialised terrestrial (conventional or mechanised) equipment;
2. keeping records by farmers in the ‘Logbook of plant protection measures taken and fertilisation carried out’ on paper and/or in electronic form;
3. using PPP with aviation equipment;
4. using PPP in fumigation and treatment of seeds for sowing. PPPs are used when they have an authorisation for placement on the market and use, issued by the Executive Director of the Bulgarian Food Safety Agency (BFSA).
This draft Regulation aims to determine the conditions and the procedure for: using plant protection products (PPP) with PPP application equipment and specialised terrestrial (conventional or mechanised) equipment, keeping records by farmers in the ‘Logbook of plant protection measures taken and fertilisation carried out’ on paper and/or in electronic form, using PPP with aviation equipment, using PPP in fumigation and treatment of seeds for sowing. Plant protection products are used when they have an authorisation for placement on the market and use, issued by the Executive Director of the Bulgarian Food Safety Agency (BFSA). The implementation of the Act is expected to lead to the proper and safe use of authorised PPPs, in accordance with the terms of the authorisation and in a manner that does not harm other plants or plant products and does not endanger human or animal health, the environment or biodiversity.
