Requirements for railway vehicles

1) Regulations on national requirements for railway vehicles (railway vehicle regulations)

2) Regulations on rail/road machines on the railway network (rail/road machines regulations)

On behalf of the Ministry of Transport and Communications, the Norwegian Railway Authority is preparing a possible implementation of the fourth railway package under Norwegian law, subject to the Parliaments (Stortinget) consent to the package being included in the EEA agreement.

A new Interoperability regulation that The Norwegian Railway Authority intends to establish describes the process of application for permission for placing on the market to vehicles that will traffic the European rail network, which Norway is part of. The new Interoperability regulation corresponds in substance to Directive (EU) 2016/797 of 11 May 2016 on the interoperability of the rail system within the European Union.

This process has previously been part of both the interoperability regulations and vehicle regulation. The process that applies to vehicles that traffic the rail network is now being gathered in the interoperability regulations and permits to use vehicles should be issued via One stop shop. The vehicle regulations are proposed replaced with a new regulation that applies to working machines that will work in closed areas, proposed as the rail/road machinery regulations, and a new regulation containing the national technical requirements applicable to rail vehicles that traffic the railway network (vehicle regulations).
