The regulation concerns the Danish infrastructure solutions and national digital identities and means of identification issued pursuant thereto, including the Danish national electronic identification scheme (the MitID solution) and the joint public digital infrastructure solution (NemLog-in), as well as regulations, guidelines, and terms and conditions issued pursuant thereto.

The Bill and associated regulations, guidelines and terms and conditions regulate the Danish infrastructure solutions and national digital identities and means of identification issued pursuant thereto, including the Danish national electronic identification scheme (the MitID solution) and the joint public digital infrastructure solution (NemLog-in).

The MitID solution is based on a single joint eID solution for secure digital identification and authentication of natural persons across the public and private sectors. With the MitID solution, natural persons will be able to use MitID to gain access to the self-service solutions of public authorities and bodies governed by public law as well as the digital self-service solutions of other legal entities (see §§ 7 and 8). Such access is mediated through an identity broker, which can either be the public identity broker NemLog-in, brokers for financial institutions, or commercial brokers for service providers from other areas of the private sector.

The NemLog-in solution enables connections for public authorities and bodies governed by public law performing official tasks, as well as legal entities, to a number of services, including secure log-in and authentication, administration of commercial identities, digital signature and digital party representation (see §§ 12 and 13).

In this context, the Bill lays down rules for the provision, management, delivery, and use of these infrastructure solutions.
