Compost, anaerobic digestate.

Draft amendment to Order No D1-57 of the Minister for the Environment of the Republic of Lithuania of 25 January 2007 approving the environmental requirements for the composting and anaerobic treatment of biodegradable waste (hereinafter - the draft).

The draft aims to clarify and supplement the environmental requirements for the composting and anaerobic treatment of biodegradable waste in order to ensure the proper operation of biodegradable waste treatment facilities and compost storage conditions, and to set criteria for the classification of compost and anaerobic digestate as fertilising products. The draft has been prepared taking into account the practical issues arising during the application of the legislation, the provisions of the Law of the Republic of Lithuania on fertilising products, the proposals presented in the work ‘Requirements (criteria) for products made from various biodegradable wastes’ (hereinafter - the study), recommendations provided in the study on the treatment of biodegradable waste prepared by the European Commission, and the good practice of other countries. The draft implements the Order of the Prime Minister of the Republic of Lithuania, formalised by Resolution No S-3067 of the Government Chancellor of 14 September 2018, requesting an end to open composting of animal by-products and sludge. It should be noted that by virtue of Decision No 56 of the Government of the Republic of Lithuania of 19 December 2018, the Ministry of the Environment is commissioned to establish stricter technological and environmental requirements (reducing the negative impact) for composting biodegradable waste (clear criteria for the composting of waste, compost storage terms and conditions, temperature parameters, measures to limit odour release).
