The province of Groningen experiences earthquakes as a result of gas extraction. This means that new building construction involves higher costs than the rest of the Netherlands. These costs are eligible for reimbursement. The policy guideline on the reimbursement of costs for earthquake-resistant construction in Groningen was drafted to determine which costs are eligible for reimbursement. This policy guideline states that these costs are to be reimbursed if a building meets standard NPR 9998 (see Article 3 of the policy guideline). NPR 9998 may contain technical regulations because this code of practice includes technical regulations, such as the requirements on software for the calculation to determine whether a building design is earthquake-resistant.
