Technical requirements for vehicle combinations

The Regulation would repeal the Finnish Transport and Communications Agency Regulation of 14 January 2019 on technical requirements for vehicle combinations (TRAFI/47451/03.04.03.00/2018).

The new Road Traffic Act (729/2018) is intended to enter into force on 1 June 2020, on which date the Decree on the use of vehicles on the road (1257/1992) (hereinafter ‘Decree on use’) is repealed and the provisions of the Decree are transferred, where necessary, to be governed at the level of an act. Regulations issued pursuant to the Road Traffic Act are amended as required for the revision, for example in terms of legal references.

With this Regulation, the Finnish Transport and Communications Agency would lay down further provisions on technical requirements for vehicle combinations. In addition to the amendments required for the revision of the Road Traffic Act, the Regulation is aimed at clarifying and revising formulas and issuing necessary new technical regulations concerning vehicle combinations. Provisions on the definition of the drive axle, coupling devices and the technical implementation of such alternative motive powers that may be considered to be alternative motive powers for a vehicle combination would be added to the Regulation. Furthermore, the provisions of the Regulation concerning markings would be clarified and the definitions of the Regulation brought up to date.
