The Regulation applies to the regarding alternative requirements for national type-approval, individual approval, registration inspection and modification inspection of braking systems of cars and their trailers that are fitted with pneumatic brakes pursuant to Articles 23 and 24 of the Framework Directive; the structure and properties, serial number and manufacturer’s plate, systems, components, separate technical units and fittings of cars and their trailers; systems and separate technical units requiring approval and associated with use of a car and its trailer, and on fittings other than tyre studs; wheelchair-accessible vehicles; taximeters; the technical requirements for components and characteristics in relation to restricting the impact on energy and the environment of cars and their trailers; the indication of conformity of cars and their trailers in national small-scale type-approvals and national type-approvals; the alternative technical requirements for individually approved cars and their trailers; the technical indication of conformity of cars and their trailers in individual approvals; technical indication of conformity of cars and their trailers in registration inspections; the technical indication of conformity of cars and their trailers in modification inspections; and the conditions on which mechanical coupling devices, connection of electric wires to control brake function and design of the pneumatic link in vehicles are to be regarded as commonly used.
Technical requirements for cars and their trailers
This Regulation is to apply to the construction and equipment of vehicles of categories M, N and O (cars and their trailers).
Tyre studs and studded tyres of vehicles falling under the scope of this regulation are provided for in the Decree of the Ministry of Transport and Communications on studded tyres of vehicles (408/2003).
This Regulation does not apply to the requirements for signal and warning lights required for the specialised use of vehicles, work and ancillary lights and the audible warning devices for emergency vehicles which are regulated in a separate regulation of the Finnish Transport and Communications Agency.
The application of this Regulation to military vehicles is provided for in the Vehicles Act, and it is determined under this Act.
Statutory and other regulatory provisions regarding additional exceptions applicable to vehicles used for specialised transportation that fall within the scope of this Regulation will be defined separately.
In addition, the structural modification of cars and their trailers is governed by a separate Finnish Transport Safety Agency Regulation, and the repair of damaged vehicles and their rebuilding from components is regulated in Government Decree on the construction and equipment of vehicles (1270/2014).
