Draft regulation governing smart roads and the testing of connected and automated vehicles
The regulation defines the characteristics and relevant minimum technical and operational requirements to be met in order to define as ‘smart’ a road infrastructure item in the TEN-T network (both core and comprehensive), as well as new infrastructure items connecting elements in the TEN-T network, and, progressively, all infrastructure in level one of the SNIT [national integrated transport system], in line with different timetables and procedures laid down in the decree itself. Specifically, a technical document (Articles 2 to 8) is attached to the decree.
Rules are laid down on the testing of innovative connected and automated vehicles and other means of transport on public roads (Articles 9 to 19 and Article 21).
Provision is also made for the establishment of a special technical observatory providing support for smart roads and connected and automated vehicles, with many tasks. Its aim is to promote the process of digital transformation to smart roads and activities relating to the testing and development of innovative connected and automated vehicles and other means of transport (Article 20).
