The aim is to ensure that certain chemicals, which are lawfully used in the chemical industry, are not used for their psychoactive effects and are not abused for intoxication purposes.

Draft Order of the Minister for Health of the Republic of Lithuania on the amendment of Order No 5 of the Minister for Health of the Republic of Lithuania of 6 January 2000 adopting the lists of narcotic drugs and psychotropic substances

The draft Order proposes to supplement List IV of controlled substances, ‘Narcotic and psychotropic substances permitted for medical purposes and/or for industrial purposes not related to pharmaceutical products’ and to include the substances butyl nitrite, isobutyl nitrite, amyl nitrite, cyclohexyl nitrite and isopropyl nitrite.

Upon the inclusion of the listed substances in List IV, legal entities carrying out operations involving these substances when they are used industrial purposes not related to pharmaceutical products, will be required to obtain permission to engage in activities involving the substances listed in List IV, in accordance with the procedure established by the Law of the Republic of Lithuania on the control of narcotic drugs and psychotropic substances.

It should be noted that the inclusion of the controlled substances in List IV will not affect the use of these substances (e.g., amyl nitrite) for the purposes of healthcare and pharmaceutical industries, as the provisions of the Law on the control of narcotic drugs and psychotropic substances only apply when these substances are used for industrial purposes not related to pharmaceutical products.
