Draft act amending Act No 64/2019 on the making available on the market of firearms and ammunition for civil use

The draft act amends Act No 64/2019 on the making available on the market of firearms and ammunition for civil use (hereinafter ‘Act No 64/2019’), which is the umbrella legislation governing the basic requirements and conformity assessment procedures for firearms and ammunition for civil use, as well as other details, such as the labelling of firearms and ammunition, documents issued by the authorised person, declarations of conformity, and proof marks for firearms and ammunition in accordance with the requirements of the decisions of the Permanent International Commission for the Proof of Small Arms (hereinafter the ‘CIP’). Act No 64/2019 was notified under Notification 2018/0291/SK.

The main subject matter of the draft act amending Act No 64/2019 (hereinafter the ‘draft act’) are provisions concerning the basic requirements for alarm and signal weapons as defined by Commission Implementing Directive (EU) 2019/69 of 16 January 2019 laying down technical specifications for alarm and signal weapons under Council Directive 91/477/EEC on control of the acquisition and possession of weapons (hereinafter ‘Implementing Directive (EU) 2019/69’) and the labelling of firearms for civil use (e.g. the font size, type or the form of numbering) in accordance with Directive (EU) 2017/853 of the European Parliament and of the Council of 17 May 2017 amending Council Directive 91/477/EEC on control of the acquisition and possession of weapons (hereinafter ‘Directive (EU) 2017/853’) and Commission Implementing Directive (EU) 2019/68 of 16 January 2019 laying down technical specifications for the labelling of firearms and their essential components under Council Directive 91/477/EEC (hereinafter ‘Implementing Directive (EU) 2019/68’).

The provisions of Act No 64/2019, as amended by the draft act submitted for notification, will also apply to expansion weapons other than those defined by Commission Implementing Directive (EU) 2019/69.
