Draft technical regulation amending the technical regulations for entertainment and amusement machines pursuant to Article 110(6)(b) of Royal Decree No 773 of 18 June 1931, as amended.

The draft Decree, comprising five articles and one annex, updates the technical regulations for the manufacture and technical verification of entertainment and amusement machines and devices pursuant to Article 110(6)(b) of the consolidated text of public safety laws [testo unico delle leggi di pubblica sicurezza – TULPS], as approved by the determination of the Deputy Director of the Agency - Monopoly Unit of 4 April 2017.

The first four articles amend Article 1 - Definitions, Article 3 - Information to be stored in the gaming system, Article 7 - Video-terminal units and Article 9 - Operating features of the game, of the current determination of the Agency's Deputy Director, to provide for:

- the installation on the machines of a bidirectional swipe device to read the magnetic strip on the player's health insurance card to verify the player is of legal age, without storing the information extracted;

- the activation of the machine only after verification of the player's legal age;

- the implementation of technical solutions to display on the screen or display the presence/absence of the health insurance card in the relevant reader and the resulting verification that the player is of legal age;

- the obligation to recheck the verification of the player's legal age to allow access to the game and anytime the health insurance card is removed from the reader.

Article 5 makes reference to the Annex which includes the consolidate text of the current Decree of the Deputy Director of the Agency after the amendments to Articles 1, 2, 3 and 4 and states that the Annex is an integral part of the new Decree.
