Electronic communications providers providing mobile telephone services must ensure that information is delivered in order to warn and inform the population of emergency situations, even if a subscriber has declared that he or she wishes SMS services to be disabled.

Amendment to Act C of 2003 on electronic communications

Electronic communications providers providing mobile telephone services must cooperate with the central body of the official disaster management body in order to warn and inform the population of emergency situations.

In order to perform this task, electronic providers providing mobile telephone services must establish a technical system appropriate for the electronic communications service and ensure it is accessible to the central body of the official disaster management body up to the point of connection. Electronic communications providers providing mobile telephone services must ensure that the population can be warned and informed of emergency situations free of charge on the technical system thus defined. Electronic communications providers providing mobile telephone services must ensure that information is delivered in order to warn and inform the population of emergency situations, even if a subscriber has declared that he or she wishes SMS services to be disabled. The cost of delivering the information is borne by the service provider.
