Concrete Agreement for Sustainable Growth

The Concrete Agreement runs until 2030 and includes goals for and agreements by

public and private market parties, enabling them to meet their social responsibilities. They will do so by voluntarily

working on sustainability targets, namely the promotion and gradual phase-in of circularity and CO2 reduction in the production chain, as well as the promotion of natural capital, innovation, knowledge and education.

The following articles may contain technical regulations:

Article 1(3). This article sets out the parties’ intent to reduce CO2 emissions in the concrete chain by 30 %. This article is further detailed in Article 4.

Article 1(4). This article sets out the parties’ intent to strive for 100 % high-quality reuse of concrete waste. This article is further detailed in Article 5, in particular in 5.5 and 5.6. Here, principals express their intent to replace at least 5 % of new concrete with old concrete and to gradually increase this percentage. In Article 5.6, construction companies express their intent to support 100 % reuse of concrete waste streams in the demolition stage.

The Agreement does not include any mutual recognition clause because it does not prescribe any specific (national or other) forms of proof or performance standards (such as quality marks, certificates or diplomas), nor does it contain any agreements that could otherwise pose an obstacle to the free movement of goods and services between Member States.
