Electronic identity card;

identification and authentication of the document holder’s identity (personal profile);

advanced signature under Regulation (EU) No 910/2014 of the
European Parliament and of the Council of 23 July 2014 (personal
signature);

confirmation of the presence of the identification document holder at a particular time and place;

a qualified certificate for electronic signature in compliance with
Article 28 of the abovementioned Regulation of the European Parliament
and of the Council.

Act of ......... amending the Identity Card Act and certain other acts

The draft constitutes a legal basis for the implementation of an electronic identity card, which will clearly and definitively confirm the identity of a citizen, and the electronic data contained therein, which, together with a PIN known only to the identification card holder, will make it possible to: identify and authenticate the document holder in external IT systems (personal profile); affix an advanced signature (personal signature); confirm the presence of the identification card holder in external IT systems. An electronic identification card will also contain a space where a qualified certificate for electronic signature may be placed. A certificate of personal signature will be included in the identification card of adults who consent to it, and in the identification cards of minors whose representatives consent to it. A personal profile will be included in the identification cards of adults and minors. Activating a personal profile will not be mandatory, and it will be possible to do so at any time during the document’s period of validity. It will be possible to suspend certificates included in an identification card and lift said suspensions within 14 days of the date of suspension. Reporting the loss of an identification card will result in the revocation of said document. The draft amends the provisions of other acts, enabling personal signatures to be affixed to electronic documents.
