This draft supplements the regulations on requirements that apply in relation to the provision of paid services, i.e. services provided directly or indirectly via premium rate numbers, either by phone, or by sending or even simply receiving premium rate SMS or MMS messages. Requirements are imposed on all parties involved in the delivery ‘chain’ for paid services of this kind, i.e. on the service provider, as well as the facilitating operator, the billing operator, the owner of a premium rate number, the end user or any other parties involved.
