Draft of the "Quarantine Requirements for the Importation of Artificially-processed Soils"

Artificially-processed soils are defined as products manufactured by using soils as raw materials and processed under high temperature to eliminate pests of concern completely.

Artificially-processed soils with core temperature higher than 200°C and heating time lasting more than 30 minutes can be imported. Moreover, the products must be accompanied with a phytosanitary certificate (PC) issued by the National Plant Protection Organization (NPPO) of exporting countries. The PCs must state the processing temperature, heating time, as well as the name and address of the manufacturer. In addition, the processing certificates issued by the original manufacturer must be attached to PCs. Moreover, each packaging unit shall be marked with relevant information and all of the information must be consistent with the PC and the processing certificate issued by the exporting country. Measures in case of non-compliance for imported artificially-processed soils are included in the requirements as well.
