Draft Amendment to the Compliance Approval Regulations on Controlled Telecommunications Radio-Frequency Devices (31 pages, in Chinese)

In response to the rapid development of emerging industries of information and communications technology (ICT), such as the internet of things (IoT), the National Communications Commission (NCC) would like to propose a draft amendment to the Compliance Approval Regulations on Controlled Telecommunications Radio-Frequency Devices.

The amendments mainly encompass the following three points:

1.  Compliance approval of radio-frequency devices: a hierarchical management mechanism has been adopted that takes into account the emission power, frequency band, and interference risk level of such devices. This enables the compliance approval of devices with fewer regulatory restrictions to be processed more efficiently, accelerating the product launch process.

2.  Qualifications of applicants: NCC has also relaxed restrictions; a natural person will be eligible to apply for compliance approval. This not only facilitates the approval application process more effectively, but also promotes market competition and protects consumers.

3.  Facilitation of innovative applications: a simplified Declaration of Conformity (DoC) will be applied to regulate partial low-power devices (such as bluetooth wireless mice, keyboards, DC speakers, headphones, etc.) Together with simultaneous simplified compliance approval procedures, it is expected that these amendments not only promote innovative technology applications of communications and ICT industries, but also adhere to international standards, encouraging an innovative R&D environment that can better facilitate the development of relevant industries.
