The Conformity Assessment Procedure in force, which was issued by the now defunct Federal Telecommunications Commission (COFETEL) in 2005, does not reflect the new technical and regulatory framework that was created through the Federal Telecommunications and Broadcasting Law. In light of the above, it is necessary to issue a new regulatory instrument to this end, which would also reflect the rapid development of technology, and which would not become a technical barrier to trade. In this regard, the purpose of the draft Conformity Assessment Procedure on telecommunications and broadcasting (draft Procedure) is to simplify the conformity assessment procedure, and therefore facilitate the approval of products intended for telecommunications and broadcasting, and establish a robust and efficient scheme for the monitoring of certification.

The draft Procedure establishes the framework for:

(a) The certification of telecommunications and broadcasting products and their compliance with technical provisions on telecommunications and broadcasting;

(b) the establishment of telecommunications and broadcasting infrastructure and its conformity with technical provisions for infrastructure intended for telecommunications and broadcasting.

(c) the monitoring of certificates of conformity to ensure that telecommunications and broadcasting products remain in line with technical provisions.

(d) the monitoring of conformity evaluations for telecommunications and broadcasting infrastructure to ensure that it remains in line with technical provisions.
