Passenger vehicles with a capacity of 10 passengers or less (except passenger vehicles with a capacity of 10 passengers and weight of more than 3.5 tonnes) and commercial vehicles weight of 3.5 tonnes or less, whose fuel efficiencies are worked out on WLTP (Worldwide Harmonized Light Vehicles Test Procedure which was established in the United Nations) mode by Minister of Land, Infrastructure, Transport and Tourism.

In addition to the total cycle (exclude Extra-High) value of the fuel efficiency on WLTP, the fuel efficiencies on each phase (Low speed phase, Medium speed phase, High speed phase) (hereinafter referred to as the "LMH fuel efficiency") will have to be used as fuel efficiency indication for vehicle by manufacturers/importers in order for vehicle users to be able to acquire the information of fuel efficiency according to the driving environment.*
