In order to promote the healthy and sustainable development of the automobile industry, ensure safety, environmental protection, energy saving and anti-theft performance of the products, different access permissions are applied to various types of road vehicle manufacturing enterprises and their products respectively in this document. It specifies that road vehicle products manufacturing enterprises are qualified to produce and sell corresponding vehicles only after meeting corresponding requirements and obtaining access permission.
