Establece requisitos fitosanitarios de importación para plantines de Ranunculus asiaticus procedentes de los Estados miembros de la Comunidad Europea (Phytosanitary requirements governing the importation into Chile of seedlings of Ranunculus asiaticus from European Community Member States)

1.  The notified text establishes the following phytosanitary requirements for imports of seedlings of Ranunculus asiaticus from European Community Member States.

2.  The term 'seedling' shall be understood to mean a young herbaceous plant with roots, leaves and stems, but no flowers.

3.  Consignments of seedlings must be covered by a phytosanitary certificate issued by the plant health authority of the relevant European Community Member State, which contains the following additional declarations:

3.1  The consignment derives from mother plants that were inspected and tested (diagnostic method to be indicated) at the optimal time for detecting pests and found to be free from Tobacco necrosis virus.

3.2  The consignment is free from the nematodes Aphelenchoides fragariae and Ditylenchus dipsaci (excluding Chilean populations), as per the results of an official laboratory analysis.

4.  The material to be imported must come from an officially certified production programme or from germplasm nurseries or repositories controlled by the official plant health authority of the exporting country.

5.  Consignments must be free of soil.

6.  Accompanying substrates and/or materials used to protect the seedlings or preserve humidity must comply with current regulations governing the entry of inert substrates for plants.

7.  Packaging must be new (repackaging is not permitted), closed, resistant to handling, and labelled or marked in accordance with the Agriculture and Livestock Service (SAG) regulations currently in force.

8.  For materials modified genetically by modern biotechnology, the importer must declare their genetic status and comply with the SAG regulations establishing requirements for their importation and release into the environment.

9.  SAG officials at the authorized port of entry will inspect the consignments upon their arrival in Chile, verify their compliance with the relevant requirements and phytosanitary conditions and decide, on the basis of the accompanying documentation, whether their entry should be authorized or whether appropriate measures should be adopted in accordance with existing legislation.
