Ministry of Agriculture and Forestry Decree on fertiliser products amending Ministry of Agriculture and Forestry Decree No 24/11, Journal No 235/01.04/2018

Ministry of Agriculture and Forestry Decree No 24/11 (as amended) provided more detailed provisions, under the Fertiliser Product Act (539/2006), for the national type designation list of fertiliser products placed on the market in Finland and for the quality requirements specific to type designation and for the requirements concerning the quality, marking, packaging, transport, storage and use of fertiliser products, and for any other requirements as well as for the raw materials in fertiliser products.

The decree took into account Regulation (EC) No 2003/2003 of the European Parliament and of the Council relating to fertilisers and Regulation (EC) No 1774/2002 of the European Parliament and of the Council laying down health rules concerning animal by-products not intended for human consumption, insofar as it concerns fertiliser products and the implementation measures necessary for placing them on the market in Finland.

Amending the decree would prevent fertiliser products containing potassium phosphonate and sodium phosphonate as a raw material from being placed on the market in Finland, since these products are plant protection products and do not contain nutrients for plant growth. The amendment would prohibit the intentional use of phosphonates as a raw material in national fertiliser products. If the phosphonates are not intentionally added to fertiliser products, the quantity thereof in the fertiliser product should not exceed 0.5 % by mass.
