The Gaming Authorisations Regulations set out the various services, on a business-to-consumer level and on a business-to-business level, which require an authorisation by the MGA, or an equivalent authorisation by a competent authority within a Member State of the European Union or the European Economic Area, in order to be lawfully provided in or from Malta. They establish the different levels of proportionate regulatory intervention which are imposed on different services, underpinned by a risk-based approach. In this light the regulations also envisage certain exemptions, and impose a requirement of obtaining an authorization on persons performing functions which are key to ensuring that licensees adhere to applicable legislation.
