The majority of road vehicles are subject to a metered emissions check at the periodic roadworthiness inspection ("the MOT test") to ensure their emissions are not excessive. The emissions publication booklet lists the emission limit values for models of petrol vehicles equipped with catalytic converters where such information is provided by the manufacturer. Where information on emissions requirements is not provided by the manufacturer, default limits apply.

The data is provided to the Department for Transport by vehicle manufacturers and we are required by Directive 96/96/EC to use such data where it is available. In most cases vehicle manufacturers prefer to provide their own data, as it avoids vehicles failing the test unnecessarily through use of the default values provided by Directive 96/96.

The Motor Vehicles (Construction and Use) (Amendment) Regulations 2018

The “In Service Exhaust Emission Standards for Road Vehicles” booklet is used by the Driver Vehicle Agency in Northern Ireland when undertaking the statutory periodic roadworthiness testing of vehicles. The booklet provides model-specific data on the emissions performance of most petrol fuelled vehicles within the scope of the MOT test. This booklet needs to be updated with the latest information on vehicles launched on the market since the last update, and a reference to the booklet provided in regulations.
