Animal health.

The draft regulation is both a recast of the present regulation and
an amendment of those parts of the regulation concerning prevention.

Draft regulation on amendments to the Regulation concerning measures against contagious animal diseases and other regulations on animal health

The draft regulation, that is notified here, constitutes an amendment of the preventative part of the present regulation.The prevention of disease in the regulation is based on two main pillars: The animal keeper’s responsibility to prevent disease through his/her animal keeping practices, and rules concerning movements of animals.

1. The animal keeper’s responsibilities

Requirements will be introduced for all animal keepers engaged in commercial animal keeping in respect of their knowledge of animal health and obligation to produce a written biosecurity plan for each holding. The building requirements in the regulation are functional and operational procedures shall ensure appropriate use.

2. Rules concerning the movement of breeding/production animals.

To a large extent, this is a continuation of existing rules, recommendations and practice. A new requirement of a waiting period will be introduced in respect of the movement of cattle, pigs and camelids within Norway. The same movement of sheep and goats will continue to be regulated within Norway.
