In the draft order reference is made to technical standards relating to:

- impermeable material (Article 2, point 15);

- non-combustible material (Article 2, point 19);

- fire resistance (Article 2, point 26);

- construction, transport, installation and connection of the tank (Article 3, § 1);

- the material of the tank’s outer casing (Article 5, § 5): coating with dielectric strength;

- tank anti-overflow system (Article 8, § 1);

- earthing of all metal tanks in direct contact with the ground (Article 8, § 4).

The aim of the draft order is to consolidate the operating conditions that fuel tank operators must adhere to, with a view to improving the transparency and predictability of said operating conditions against the background of administrative streamlining. The ultimate aim is thus to facilitate economic development while maintaining a high level of environmental protection.

An external study has shown that the stock of fuel tanks in the Brussels Capital Region is in bad condition, thus posing a substantial risk of soil pollution.

Therefore, the draft provides for a whole series of preventive measures in terms of inspection and in relation to manufacturing and installation standards. These will drastically reduce the risks of pollution and thus the need to apply corrective measures under the Order on polluted soil management.
