Order laying down national technical regulations on the use of animal by-products and derived products in biogas and composting plants or in ‘on-site composting’, and on the use of manure

The draft order lays down how operators may deviate from the provisions set forth in Regulation (EC) No 1069/2009 and Regulation (EU) No 142/2011 in relation to the use of manure and the conversion of animal by-products and derived products into biogas or compost, in accordance with these regulations.

It specifies the procedures authorised in France for deviating from the obligation to process manure, compost and digestion residues within the meaning of the above legislation.

Moreover, it lays down the minimum health conditions for the activity known as ‘on-site composting’, i.e. the activities for recovering small quantities of catering waste, in order to use the resulting materials on-site, in accordance with Article 20 of Regulation (EU) No 142/2011.

These health requirements shall apply without prejudice to the other regulations concerning the environment and fertilisers.
