Secure safe cabinets intended for the storage of firearms

Ministry of the Interior Decree amending the Ministry of the Interior Decree on secure safe cabinets intended for the storage of firearms

The draft proposes that the Decree on secure safe cabinets intended for the storage of firearms be amended. Under the current decree, secure safe cabinets approved for the storage of arms are those complying with Finnish standard SFS 5870 as well as secure safe cabinets complying with safety standards that are at least equivalent to those adopted in the European Economic Area (EEA).

The decree would remove the reference to national secure safe cabinet standard SFS 5870 as well as to standards that correspond to the requirements in said standard and have been adopted for secure safe cabinets in the EEA. Under § 1 regarding conformity, the aforementioned requirements would be replaced by level S1 in standard EN 14450 and level 0 in standard EN 1143-1, both published by the Committee for Standardisation (CEN).

The proposed transitional regulations state that secure safe cabinets intended for the storage of firearms that were manufactured before the entry of force of the amendment decree would still meet the requirements for such a cabinet if they comply with the requirements of the decree that was in force when they were manufactured.

In addition, § 3 of the decree states that the National Police Board may issue an opinion as to whether another standard adopted in the EEA must be regarded as equivalent to at least standard SFS 5870.
