Draft act amending the Act on Transport Services (Transport Code) and other related acts

The draft act is the second phase of the Transport Code project. It proposes amendments to the original Act on Transport Services (Transport Code) approved in May 2017 and to other related acts.

With the Transport Code, legal provisions on passanger transport services will be brought together and modernised. The second phase brings together provisions regarding road, railroad, maritime and air traffic services. Furthermore, the provisions regarding the different registers of the Finnish Transport Safety Agency will be harmonised.

Secondly, mobility and combination service providers must make a notification to the Finnish Transport Safety Agency on their activities. The notification must include contact information as well as a description of the activity. Additionally, when entering into a contract with a consumer, they must provide the consumer with contact details in case of the service not being carried out as planned.

Furthermore, there are additional provisions regarding access through appilication programming interfaces to mobility and combination services in order to create seamless travel chains. Mobility and combination service providers or their ticketing and payment service provider must give access to another mobility and combination service provider, authorised by their client, to their payment interface or similarly to their electronic service and make it possible for them to buy tickets or similar titles for the client using the information on the client's account. A similar obligation concerns those who provide tickets having reductions, compensation or other special conditions. Access and other possible services must be provided in fair, reasonable and non-discriminatory terms.
