Draft Act on the reduction of greenhouse gas emissions through the addition of biofuels to petrol and diesel fuels, and draft Act amending the Act (2017:000) on the reduction of greenhouse gas emissions through the addition of biofuels to petrol and diesel fuels.

The draft acts cover the product types petrol and diesel fuel.

The proposal concerns a new draft act on the reduction of greenhouse gas emissions through the addition of biofuels to petrol and diesel fuels, as well as two proposals for tighter restrictions regarding the Act (2017:000) on the reduction of greenhouse gas emissions through the addition of biofuels to petrol and diesel fuels, which are planned to be introduced in stages. These proposals should be read together.

The above-mentioned proposals relate to the ‘reduction obligation’, i.e. the obligation to reduce emissions, which will apply to petrol (not alkylate-based petrol) and diesel fuels that are used for engine operation and contain at most 98 % by volume of sustainable biofuels. The reduction obligation shall apply to those who are subject to taxation for such fuels (warehouse keepers or recipients of such goods). Emissions shall be reduced by the addition of biofuels. The added biofuels must be sustainable, i.e. be covered by a sustainability certificate according to the Act (2010:598) on sustainability criteria for biofuels and bioliquids.

The reduction of emissions shall be expressed as a percentage and calculated according to the total energy content of those fuels that are subject to reduction during one calendar year. Compared to fossil fuel or fossil diesel fuel emissions, emissions shall decrease by at least 2.6 % for petrol and by at least 19.3 % for diesel fuel from 1 July 2018, by at least 2.6 % for petrol and by at least 20 % for diesel fuel from 1 January 2019, and by at least 4.2 % for petrol and by at least 21 % for diesel fuel from 1 January 2020.

The draft Act on the reduction of greenhouse gas emissions through the addition of biofuels to petrol and diesel fuels is proposed to enter into force on 1 July 2018.
