Labelling of foodstuffs

Draft Regulation of the Minister of Agriculture and Rural Development
amending the Regulation on the labelling of certain foodstuffs

The draft Regulation of the Minister of Agriculture and Rural Development amending the Regulation on the labelling of certain foodstuffs:

- introduces a provision allowing the labelling of dairy products as ‘creamy’, provided the product complies with conditions laid down in the provision. This leads to the uniform application of the above definitions by domestic producers of dairy products and a common understanding of said definitions by consumers.

- implements the obligation to provide information of the country and place of provenance for fresh, chilled and frozen meat of swine, sheep, goats and poultry (ducks, geese, chickens and turkeys) sold without packaging, so as to ensure that the information is provided in a similar way to that in the provisions of the Commission Implementing Regulation (EU) No 1337/2013 of 13 December 2013 laying down rules for the application of Regulation (EU) No 1169/2011 of the European Parliament and of the Council as regards the indication of the country of origin or place of provenance for fresh, chilled and frozen meat of swine, sheep, goats and poultry (OJ L 335, 14.12.2013, p. 19).

- proposes requirements relating to the labelling of vinegar; the name ‘vinegar’ can be used only for products of agricultural origin, obtained only by biological processes of alcoholic and acetic fermentation.

The draft Regulation also introduces transitional provisions that allow the marketing of foodstuffs labelled as ‘vinegar’ despite the lack of compliance with proposed requirements and of dairy products with the word ‘creamy’ on the label despite the lack of compliance with new requirements proposed in the draft until 31 December 2021 so that producers will be able to use their stocks of packaging and products which are labelled contrary to the new requirements.
