Federal Waste Management Plan 2017

The draft Federal Waste Management Plan 2017 includes:

1. an analysis of the waste management situation and an evaluation of the future development of waste streams;

2. the regional distribution of waste disposal facilities and major waste recovery facilities;

3. an assessment of the need to close facilities;

4. an assessment of the need for additional waste facility infrastructure to build and maintain a network of facilities that will ensure self-sufficiency in terms of disposal, as well as the treatment of waste in one of the nearest appropriate facilities;

5. existing waste collection schemes and an assessment of the need for new collection systems;

6. in the case of cross-border projects under the Federal Waste Management Plan, a summary outlining cooperation with the Member States concerned and with the European Commission;

7. specific provisions derived from § 1

a) to reduce the amounts and pollutant content of waste as well as the negative effects it has on the environment and health,

b) to promote the preparation for re-use, recycling and other waste recovery methods, especially with regard to the conservation of resources,

c) to recover waste in an environmentally friendly and economically viable manner,

d) to dispose of unavoidable or non-recoverable waste,

e) to ship waste to or from Austria for recovery or disposal;

8. the measures planned by the Federal State in order to achieve these provisions;

9. general strategies and specific arrangements for certain waste, in particular treatment requirements and programmes, including the strategy for the reduction of biodegradable waste going to landfills in accordance with Article 5 of Directive 1999/31/EC on the landfill of waste (OJ L 182, 16.7.1999, p 1), as amended by Regulation (EC) No 1137/2008 (OJ L 311, 21.11.2008, p 1), and waste planning in accordance with Article 14 of Directive 94/62/EC on packaging and packaging waste (OJ L 365, 31.12.1994, p 10), as amended by Regulation (EC) No 219/2009 (OJ L 87, 31.3.2009, p 109);

10. the waste prevention programme, which includes:

a. targets for waste prevention measures;

b. a description of current waste prevention measures;

c. an assessment of how useful the measures given as an example in Annex 1 are, or other appropriate measures;

d. qualitative or quantitative benchmarks for monitoring and assessing the progress achieved by the measures;

e. in the case of cross-border projects, a summary outlining cooperation with the Member States concerned and with the European Commission.
