This draft circular stipulates the inspection, testing and issuance of the quality, safety technical and environment protection certificate for rolling stock and components in manufacturing, assembly, upgrading, restoring and using in national railway, dedicated railway and urban railway networks. 

This draft circular applies for all agencies, organizations and individuals involved in design, manufacture, assemble, import, upgrade, restoration of railway cars for all railway networks and organizations involved in managing, inspecting, testing and certificate granting. This draft Circular shall replace the Circular 63/2015/TT-BGTVT Stipulation of inspection of quality, safety technical and environment protection for rolling stock.
