The notified draft Mexican Official Standard is binding on all natural and legal persons engaged directly or indirectly in the marketing or provision of telecommunications services and/or equipment to consumers in the Mexican Republic.

For the purpose of the notified draft Mexican Official Standard, networks used to provide broadcasting services are not considered as telecommunications networks.

Providers shall not use standard form contracts:

(a) when participating in procurement processes with public entities, for the provision of their telecommunications services;

(b) when their clients fall outside the definition of consumer under the Federal Consumer Protection Law; and (c) when wholesale services are contracted (the exemption only applies to these services).
